Issued with the Special Mint Sets (SMS) that were issued from 1965-1967 in lieu of proof sets. A few 1964 sets were issued as experiments and are very rare.
Obverse Description

Reverse Description
Large eagle with wings fully extended, clutching a bundle of arrows with the words UNITED STATES OF AMERICA at the top periphery; QUARTER DOLLAR at the bottom. An olive leaf is positioned between the eagle and the denomination.
