The unprecedented crossover underscores his personal efforts to combat “grade inflation.”
This popular variety shows an O mintmark punched for New Orleans punched over a CC mintmark for Carson City coins. The odd occurrence here is that not only are the two mints geographically far apart, but the last CC Morgan dollars struck were in 1893, seven years before 1900. Were old reverse dies used? Did an employee at the Philadelphia Mint, where the dies were created and punched, make a mistake by using a CC mintmark?
The answers are unknown, but this neat coin is nevertheless a coveted piece by Morgan dollar enthusiasts. This is not the scarcest of Morgan dollar varieties, but it is very tough, especially in the Gem range and higher. MS66s verge on rare, and the coin is exceedingly rare in MS67 or better. There are no known PLs or DMPLs.

Book Reference
Key to Collecting: The 1900-O, O Over CC, is one of the more fascinating varieties in the series, and by all means you should have one, preferably Uncirculated, such as a nice MS-63 to MS-65. Most are decently struck and have good luster. A few years after the Treasury releases of the early 1960’s I bought a bag of 1900-O dollars from a Montana source, and upon sorting through them found that about a third were O Over CC, although this was probably an above average number in relation to those found elsewhere. Even though the variety had been known since the 1920’s, there was little demand for it, and hence the market premium was small. Then came a greatly expanded interest in Morgan dollars, along with reference guides and listings in the Red Book, and, in time, this became a “must have” variety.
Surface Quality: The strike is usually average, but sharp ones can be found. The sharpness of the under-CC depends more on the die and its state (period of its use, sharper on earlier impressions, less distinct on later ones) than on striking. The luster is good, indeed usually excellent.
Prooflike Coins: Although some have prooflike surface, no DMPL pieces have been reported.
Mintage and Distribution: The 1900-O, O Over CC, dollars constituted a small fraction of the total mintage for 1900-O, probably over 10 percent, but not much. Except for a full bag of overmintmarks obtained by Dwight Manley (could the coins have been picked out from other bags?), most have been found mixed with regular 1900-O, O Over CC, dollars. — (DMPL)———
VARIETIES:
At least seven CC reverses were overmintmarked with an O. The sharpness of the under-mintmark CC varies from variety to variety and coin to coin, depending on die use. Check VAM and The Top 100 Morgan Dollar Varieties. All are of the old-style hub, as the CC dies were made years earlier.
