The unprecedented crossover underscores his personal efforts to combat “grade inflation.”

Book Reference
Key to Collecting: The 1899-S is of medium scarcity. The typical Mint State coin is well struck and has excellent luster. Bagmarks are slight and not a problem with most 1899-S dollars, a pleasant aspect. Most coins in the MS-63 to MS-65 range are attractive indeed. Circulated coins, while not among the commonest, attract little market interest.
Surface Quality: Usually seen quite well struck. Finding an example will be no problem at all. Usually with rich, frosty luster.
Prooflike Coins: Often seen prooflike, but not with high contrast.
Mintage and Distribution: Delivery figures by month: January, 336,000; February, 336,000; March, 550,000; April, 284,000; May, 500,000; June, 510,000; July, 46,000; August– December, 0. Following the same script used for many other San Francisco dollars, those of 1899-S were scarce in early times, but later were paid out in quantity from Mint vaults. Most were released from about 1942 to the mid-1950’s, with many going to collectors and dealers, but vastly more reaching general circulation and the gaming tables of Nevada. By the early 1960’s most bags were gone.
VARIETIES:
Minor varieties of date and mintmark positions from 20 pairs of dies. At least two styles of mintmark punches were used, one being “narrow and medium” and the other being wide.
